Without belabouring these issues further, we should bear in mind that development is non a once and for all condition but a dynamic and relative forge which depends on socio-economic, political and diachronic conditions of the nation in question. Therefore, it would be sheer un-attendance to rigour and process if we look at this study, which aims to discuss age-long and present challenges bedevilling the country-Nigeria-as a nation, from a single standpoint. Rather, we will holistically discuss the various factors that have met our development programmes with failures using needs as a case study.

At this period when development issues is prime and most needed stipulation the vision 20:20:20, national security first moment of the state, and pressures from the international community, this study aims to present the development challenges in Nigeria in a way that we will non lose deal of where we are coming from, whilst considering past flaws of development programmes that have been undertaken by successive governments.
